Recent socio-political situation in Korea is changing so rapid that we cannot expect central government to strengthen the enforcing local self-government system. Not so many people in capital area interfere with decentralization and hinder local government system from effective operation. Many of these factors and problems actually came from centralized government of president Lee Myung Bak. In this connection, lots of people think that these are very serious and important problems which should be solved by all means.
The characteristics of local government system in Korea have been changed by the inclination and character of new president and his government.
To prevent the restrictions of central government and to make reform local government system, we have to revise Constitutional Law and need to establish new legal institution in local government system. The most effective institution we can think out in local government system is to establish the confederation system of local government. Based on this new institution, we should make a new governing system that the central government should be ruled by new system of local government. In this regard, this study focus the main stream on the methods and ways how to establish and construct the new and innovative institutions on local government system. With these methods and ways, we can think out some alternatives as follows.
1. To establish and enforce the confederation system of quasi-sovereign states as new local government system in Korea.
2. Establishment and introduction the local police system should be enforced. And the chief of local police station should be elected by citizen's direct voting.
3. We should revise the local government law to construct organization of local government by the citizen's free will.
4. To abolish the audition and inspection system on local government by central government.
5. To abolish the direction and supervision system on local government of the state.
6. Fundamental reformation on national financial allocation structure between central and local government should be done.
7. To abolish or reform the simultaneous local election system. : The situations of every local government are different, so local election should take place in different day.
8. To prevent the absolute authority of national political parties and to protect local government from their violence.
