The Daegu and Gyungpook area need to integrate industry and manpower policies at a local level to maintain a sustainable economic dynamics and provide the people in the region with decent jobs. This is for changing the way of carrying out local policies centered on industry policy, mainly directed by the central government and adapting to the global trend of the world economy moving toward a knowledge-based economy. Local policies in the developed countries are rapidly changing into emphasizing manpower in the region. As Daegu and Gyungpook area was designated as a Free Economic Zone of knowledge in April 2008, it is inevitable to put the manpower policy at the center of local policies.
This paper proposes to build the DG-MIPIA (Daegu-Gyungpook Manpower and Industry Policy Integration Agency) as a governance-typed institute to implement local policies in Daegu and Gyungpook area. DG-MIPIA carries out to pool the local budgets distributed separately by individual government ministries under separate projects and to redistribute them according to local priorities, to organize local SSCs(sector skills councils) and use them as an leading anchor to integrate labor unions, management and universities and to make a local policy map based on a well-designed data base. The most important function of DG-MIPIA is to change the ways of earring out local polices from the old style where the central government does almost everything in terms of local policies to the new style where local governance has a initiative with local partners taking positive roles of the governance in terms of planing, doing and seeing local policies.
