Some argue that the Korea-U.S. alliance was deteriorated because of self-reliance policy of South Korean government and anti-American sentiment in Korea. Such issues as discrepancy of North Korea policy between Korea and the U.S., relocation of the United States Forces Korea, and war time operational control were pointed out as the major factors that undermined the Korea-U.S. alliance. This paper examines the decision making processes of those issues mentioned above to define the factors that led the deterioration of the Korea-U.S. alliance.
The result of the examination of the three cases shows that the discrepancy of between Korea and the U.S. with regard to North Korea policy and dispute about relocation of the United States Forces Korea had been led by the U.S., while the issue of war time operational control was initiated by the Korean government. Especially the major factors that led the U.S. to content with Korea with regard to the issues was the Bush government's new grand strategy. Thus, it is clear that it was not such Korean domestic factors as the Ro Moohyun government's self-reliance policy and anti-American sentiment but the U.S. grand strategy that undermined the Korea-U.S. alliance.
