Recent economic crisis raises serious concerns on the current situations around the vulnerable elderly, especially their economic difficulties. Though the lack of economic resources is the most keen problem of disadvantaged old people, other problems such as poor health, lack of care support, and inappropriate housing are also serious subjects that should be considered in the policy contexts. Most importantly, those problems are closely interrelated with each other in the elderly's living situations. Therefore, overall social safety nets providing minimum income support and diverse social services should be stronger than before in order to improve the living situations surrounding the vulnerable old groups. Especially, as the importance of social services for the disadvantaged old people are recently more underscored, the solidity and comprehensiveness of social service systems from the level of local government are considered more important for the elderly's wellbeing.
This study explores what kind of social services are now provided for the vulnerable old people, and reviews the major features and problems in terms of how those services can effectively raises the elderly's welfare. More specifically, this study first investigate current situations of vulnerable old people, and then summarizes the major services provided by local governments for disadvantaged old people. Based on those reviews, this study suggests several policy implications on designing social services for the disadvantaged elderly, such as strengthening user-centeredness, balancing the policy areas, increasing the numbers and contents of preventive services, and elevating the efficiencies of service delivery systems.
