Roh and Lee governments are deemed to share almost identical visions and strategies for long term economic and social development in Korea, irrespective of ideological differences between them. The both governments apprehended that Korea, facing internal and external challenges, could join in the league of world's 10 largest economy around 2020-2030 through finding new engines of economic growth and achieving social integration. Core strategic elements are consolidating open market economic structure through reassessing government's roles and making social welfare systems concrete.
Given the vision towards Korea's economic and social progresses shared by Roh and Lee governments, concerns and anxieties ensuing changes in the governments over derailing of policies for Korea's economic development are not based on differences in perspectives and approaches but on the political partiality originating from ideological rigidity amongst social leaders. The real task for Korea's development is forming interest and consensus toward advanced social institutions and custom in order to overcome growth-first mentality and promote economic efficiency and social equity.
