SNS(social network services)has achieved the central attention with the advent of new web 2.0, and its political efficiency has been proved in 2008 American presidential election and 2010 British General election. In the case of Korea, we also witnessed the power of twitter(SNS) in last 6.2 local election campaign.
Although the environment surrounding cyber election campaigns has improved dramatically, the restrictions on cyber campaigns have highly increased since the presidential election in 2002. Eventually, the strict and sophisticated Korean election regulations have shrunk the vital function of on-line campaigns such as the transmitting of abundant political information and providing of public space for open discussion.
On the other hand, young voters(net-generation) have consistently showed low turn-out rates and high political apathy throughout political history. However, they are familiar with the on-line media including SNS, and they are assumed to rely highly on cyber campaigns comparing to the old generations.
This paper is aimed at proposing ways to achieve young voters’increased political participation in local elections with the utilization of SNS. To this end, this paper assesses the current advantages and the problems of regulatory restrictions to see the possibilities of using SNS as enlarging the political participation of young voters in the local election. Especially, this paper emphasized the critical fallacy that current Korean election regulations restricting SNS campaigns are based on the notion of problems related with general internetbulletins. This kind of action means predictive regulation of the possible problems of SNS which have not occurred yet. It further presents the desirable ways of regulating SNS campaigns by analyzing the cases of Western democracies.
