Russia refuses the world order run by the West and the Central Asian states adopt balancing strategies. Their foreign policy line helps improve the receptiveness to cultural exchange with Korea. Russia and the Central Asian countries which are worried about vulnerability prefer to have alliance with middle power such as the Korean state. These states can get technologies and know-hows from Korea without the loss of state autonomy. Therefore, our effort of cultural exchange with this region is likely to be fruitful. In order to capitalize this opportunity, the Korean government need to develop more programs that can attract more attentions from Russian and Central Asian citizens.
