The purpose of this study is to analyze the current public welfare service delivery system being under the control of the current government and the former government, and to suggest the appropriate methods for more effective and equitable way to deliver the public social welfare services. The study suggests that the followings.
The first, the government must change the role of the community center which is the border line to provide welfare services and meet the community needs to the public.
The second, the government must to establish the partnership with non-profit organizations to deliver the more comprehensive social welfare services.
The third, the government should concern about the new roles of the community social welfare collaborative network which is not functioning well to provide the social welfare services through the public and the private relationship.
