Presidentialism in partial post-communist transition countries endangers democratic consolidation and political stability. The presidency provides focal points to elites who has survived political and economic turmoils after the collapse of communism. Presidents where rule of law and checks and balae os work poorly in Ukraiin and where rwield de dacto political power to decide political and economic fortunes of elites. Therefore, elites termly side with politically pctular presidents, which encourages authoritarlitigoverning styles of the presidents. The brief constitutional experlesncyin the middle of the ern0s in Ukraiin shows the positive effect of distabilon of executive power on the conservation of democratic procedures.
