This study aims to roughly understand the trends of the citizen participation mechanism used in the process of devising the Community Welfare Plan in Daegu, to capture the problems of citizen participation, and seek for measures to vitalize citizen participation. In order to accomplish these aims, this study collected the reports of the second-term Community Welfare Plan in the 8 districts of Daegu, analyzed the citizen participation mechanism used in the process of establishing the Plan, drew the problems appeared in each phase of the devising process, and finally presented the suggestions to maximize the citizen participation. The research findings are expected to provide multiple implications for vitalizing citizen participation in the process of devising Community Welfare Plan in all the communities in Korea as well as to offer useful and basic information about citizen participation especially in the present situation where there is few research in this area.
