This study aims to analyze local disparities on the community-driven social services in terms of the demographic characteristics of service users, the types of service providers, the types of service contents, and the level of universalization. In order to investigate concrete trends of local disparities on community-based social services, this study focuses on the Community Service Innovation(CSI) from the Ministry of Health an Welfare in Korea.
The study finds extensive local disparities on community-driven social services. First, the relative percentage of children, the elderly, the disabled, and adults/families as social service users are quite different according to the 16 major provinces. If these disparities are not properly associated with the demographic distribution of each province, policy interventions might be needed. Second, the types of service providing organizations are also different in terms of the relative percentage. Not-for-profit organizations are still dominant in the most of provinces, but several localities with small number of not-for-profit organizations witness the rapid growing of for-profit organizations. Public organizations takes very small percentage as social service providers for almost all provinces. Third, the contents and functions of social services provided by local governments are also different according to the provinces, and some services are not appropriate as a community-driven social services. Lastly, the disparities on the level of universalization (in terms of income criterion strictness) are also found.
