This study aims to shed lights upon the re transmission issues of terrestrial broadcasting by various multi platform media such as cable television, satellite, IPTV, DMB, etc, which have been a hot potato so far with regards to media policies. This paper analyzed argument points, asymmetric regulation among diverse transmitters and put more emphasis on the issue of cable television.
One of the essential point regarding re transmission by cable television is whether terrestrial broadcasting is universal services or not. The other argument point is to clarify the activities of cable television retransmitting terrestrial broadcasting as a extension of terrestrial broadcasting. This paper referred to the policy cases of foreign countries.
Finally, it suggested recommendations for revision of the laws and policies to resolve conflicting interests of broadcasters. After this paper dealt with the legal role of regulatory bodies between the Korean Communications Commission and the Ministry of Sciences, ICT and Future Planning, it suggested a necessity of restructuring functions. This study recommended policy ideas on the issues such as channels for the "must carry rule" and numbers of channel; re transmission of digital broadcasting; the court compulsory of copyrights; fees for re transmission; direct receiving of terrestrial broadcasting by audiences.
