This article discussed the type and interrelation of policy actors in disaster management governance. Analysing the contents of mutual cooperation of the partnership contribute to effective disaster management. The role of the private sector is expanded in disaster management, collaborative disaster management governance on the basis of trust and mutual cooperation should be formed. The public have to recognize private sector as a formal component of governance structure and to provide the needed information. The government prepared the institutional arrangements to induced a desirable disaster management governance.
