Organizational innovation specialists and scholars suggest that the success of incorporation of new systems and technologies into an organization correlates to the degree of acceptance of its affected members. This research was administered in an involuntary environment in which civil workers in charge of social welfare were introduced to a new social security information system, called "Hang-Bok-E-Eum." This study aims to observe the degree of acceptance of these workers and analyze the factors that may affect this level of acceptance.
In this study, civil workers from Daegu, Korea in charge of social welfare were selected as the study subjects. The survey research was conducted from March 11, 2013 to March 31, 2013. A total of 600 surveys were distributed, and 305 of them returned, marking a 51% (305/600) return rate. Of the 305 returned surveys, 302 of them were fully completed and statistically significant for the research. Thus, the 3 incomplete surveys were removed and the 302 surveys were used for statistics.
The study showed that systemic characteristics have a significant impact on the acceptance level of the workers while the personal and organizational characteristics have no apparent impact. Personal characteristics, such as self-efficacy, job understanding, and personal innovativeness, have no impact on the system acceptance. However, organizational structure and education/training support influenced the degree of acceptance; in fact, education/training support provided by the organization appeared to have the greatest impact among all the factors. Subjective standards have no effect on the user-friendliness or usefulness. Internal communication appears to have no effect on the acceptance of the information system. On the other hand, systemic characteristics, such as accuracy, reliability, and stability, have a significant effect on the acceptance of the system.
