This study is intended to policy implications and suggestions for long-term care for the elderly in Korea by analyzing quality of service management and policy reform trends in Japan, Germany and the United Kingdom. In this study, the elderly long-term care services has established a policy HORSESHOE framework based on this theoretical discussion and for the quality. First, long-term care services for the elderly in each country in the HORSESHOE framework of a quality management policy. Second, we analyze the quality management trends. Third, examining the quality management metrics examined the quality management policy. Finally, in the present study by comparing the three countries of the South Korea senior derived policy implications for improving the quality of long-term care services. First, a third of independent and robust service quality management requires the establishment of a supervisory body, Second, the service structure as a minimum baseline methodology in accordance with the provisions specific practices, procedures, and manuals need to be developed to run on the outcome of the quality standards, Third, valuation for assessment, and evaluation should be performed at any time for a continuous quality improvement rather than evaluation to demonstrate, Fourth, facilities and overall reflux is made for administrative measures and quality improvement based on assessment results. Fifth, the broad layer of the effort to repair the institutional framework, so take advantage of services that can be followed.
