This study examined the current operation of elementary school sport clubs and explored practical directions for improvement from key stakeholder perspectives. Focus group interviews (FGIs) were conducted with 11 participants—administrators (n=4), teachers (n=4), and parents (n=3)—recruited through snowball sampling. Each group participated in two to three sessions until data saturation was reached. Interviews were audio-recorded, transcribed, and summarized based on perceptions and experiences that were repeatedly raised within and across groups. Trustworthiness was strengthened through member checking and peer debriefing.
Across stakeholder groups, three overarching themes were identified. First, participants emphasized the need to establish student-centered operational criteria, reflecting a growing recognition that sport clubs should prioritize students’ interests and participation experiences. Second, stakeholders highlighted that sport club operations remain highly dependent on individual teachers, with constraints in budget, space, time, and staffing shaping daily implementation and continuity. Third, participants pointed to the importance of building a shared accountability-based support system, including clearer role boundaries in instruction and supervision, consistent norms related to safety and responsibility, and operational arrangements that support stable participation.
Overall, the findings indicate that improving the quality and sustainability of elementary school sport clubs requires coordinated consideration of school-level conditions and stakeholder experiences in order to better connect policy intentions with day-to-day practice
