This study aimed to develop a multidimensional evaluation indicator system for assessing the operational performance of public sports facilities. Five core domains were established—operational efficiency, safety management, facility maintenance, financial soundness, and service quality—through a Delphi survey and expert consensus. For each domain, specific indicators were identified, and their relative importance was analyzed using the Analytic Hierarchy Process (AHP). Reliability and validity were verified through Cronbach’s αand both exploratory and confirmatory factor analyses.
The results indicate that in the operational efficiency domain, the appropriateness of workforce allocation and program fill rate were identified as key factors. In the safety management domain, legal inspection compliance and emergency response capacity were most significant. In the facility maintenance domain, equipment operation rate and preventive maintenance ratio emerged as critical. In the financial soundness domain, operating balance ratio and budget execution rate were emphasized. Lastly, in the service quality domain, user satisfaction and Net Promoter Score (NPS) were found to be the most influential.
Field application demonstrated that performance outcomes varied across municipalities, reflecting differences in demographic characteristics, facility size, and management structures. Overall, the proposed evaluation system was confirmed to be both reliable and valid, and it provides a practical tool for diagnosing facility performance.
