This study analyzed the feedback system of the 2024 self-assessment in the sports sector of the Ministry of Culture, Sports and Tourism (MCST), focusing on ten management tasks (Nos. 52–61). The analysis covered three dimensions: feedback sources, feedback request content, and feedback implementation rates.
Results showed that internal feedback—mainly previous-year evaluations and self-inspections—accounted for over 70%, while external feedback, including the Self-Assessment Committee and external agencies, remained below 30%, suggesting limited openness and cross-validation.
Among feedback requests, “reflecting user needs” was the most frequent (38.5%), indicating a shift toward a demand-oriented evaluation system. However, feedback related to indicator appropriateness and resource adequacy was relatively weak, showing limited structural improvement efforts.
Although the average feedback implementation rate was 89.7%, many actions were formal and report-based rather than substantive. Overall, the MCST’s sports sector has established a basic administrative feedback management system but lacks a policy learning feedback system. Enhancing transparency, external participation, and data continuity is essential for advancing toward an effective policy feedback governance model.
