This study explored the applicability of the National Sports Merit Award Criteria as a complementary NGB performance indicator that can supplement simple medal counts by reflecting competition prestige and sport-specific traits. By analyzing South Korea's Olympic and Asian Games data (1948–2024), the research compares simple counts, award scores, and adjusted scores (award score × recipients).
The analysis shows that the award scores are highly consistent with simple medal counts (r = 0.944), reflecting the structural alignment of the 4:1 Olympic-to-Asian Games weighting with prestige differentials; adjusted scores enhance the visibility of team sports, increasing their contribution from 5.0% to 29.3%. Furthermore, HHI analysis reveals a higher achievement concentration in Olympic disciplines (HHI 872.0) compared to the Asian Games, reflecting South Korea's strategic specialization. Consequently, this study provides a foundation for sports policy by highlighting the potential utility of existing award criteria as a complementary indicator within NGB performance evaluations.
