This study examined the history and transformation of the Nippon Budokan and explored its implications for Korea from institutional, architectural, policy, and international-exchange perspectives. Rather than viewing the Nippon Budokan simply as the judo venue for the 1964 Tokyo Olympics or as a symbolic site of Japanese budo, this study conceptualizes it as a complex public institution through which postwar Japan redefined and modernized budo. To address this topic, the study employs a qualitative historical case-study approach based on documentary and archival analysis. The major sources include official publications and website materials of the Nippon Budokan, institutional records, memoirs, policy documents, and prior studies. On the basis of these materials, the historical development of the Nippon Budokan is reconstructed into five stages: formative, establishment, stabilization, growth, and restructuring/internationalization.
The findings show that the Nippon Budokan evolved from a symbolic martial arts venue into a multilayered public cultural infrastructure integrating institutional coordination, symbolic architecture, linkages with educational policy, and international cultural exchange.
The study suggests that Korea should move beyond construction-centered approaches by institutionalizing operational systems, strengthening linkages between traditional martial culture and education, and promoting inclusive modernization and international exchange through public facilities.
