This study examined how sport event-based local strategies are perceived and experienced by citizens and local actors within the context of small cities confronting population decline. Using Miryang, South Korea, as a case study, semi-structured in-depth interviews were conducted with six participants from different social backgrounds. The findings indicate that while sport events are perceived to generate positive outcomes in terms of economic revitalization and city branding, these effects remain localized and unevenly experienced. The identity of a "Sport City" has not been fully internalized within the daily lives of residents. Although sport events possess the potential to foster local attachment and civic pride, such impacts are significantly constrained when disconnected from citizens’ everyday experiences and participatory structures. Regarding the population crisis, participants did not perceive sport events as a direct solution, emphasizing instead the primacy of structural factors such as employment, education, and living infrastructure. However, sport events were recognized as a strategic policy tool that can indirectly enhance residential attractiveness by lowering psychological barriers, encouraging repeat visits, andcontributing to the formation of a relational population. These findings from the Miryang case demonstrate that the efficacy of sport event policies is not solely economic but emerges through the interaction of lived experience, local attachment, and population perceptions. This study highlights the need to incorporate citizen experiences and participatory frameworks into sport event-based strategies, particularly in small-city contexts.
