This study aimed to analyze the spatial characteristics of Seoul’s public kids cafés from the perspective of child growth and development and to derive policy implications for child physical activity and public play space planning. Recognizing public kids cafés as emerging child care and play infrastructures, this study examined how their spatial composition supports children’s holistic developmental experiences across physical, emotional, cognitive, social, and language domains. Using proportional stratified sampling, ten Seoul public kids cafés were selected and analyzed using a spatial analysis framework grounded in child development theory. Findings revealed that developmental support varied according to facility scale and spatial composition. Large-scale facilities showed strong support for gross motor activity and physical development, whereas medium-scale facilities provided relatively balanced developmental stimulation, on the other hand, small-scale facilities emphasized emotional and creative experiences but showed limitations in physical activity support. Interactive media, creative play, and role-play spaces positively contributed to integrated developmental experiences; however, emotional regulation, sensory integration, and literacy-oriented language spaces were relatively insufficient. These findings suggest that Seoul’s public kids cafés should be understood as public sport-play infrastructures supporting holistic child development. Policy implications include the need for development-oriented spatial design standards, differentiated planning guidelines by facility scale, and operational policies linking play, physical activity, and developmental support. This study provides empirical evidence for advancing child-centered sport and play space policy.
