This study aimed to explore the policy directions for the Korean professional sports industry and the barriers to their implementation in response to low birth rates and demographic changes. A three-round Delphi survey was conducted with experts from sports industry academics, sports policy specialists, sports journalists, and professional sports practitioners. Expert consensus was analysed using content validity ratio (CVR), consensus, and convergence degree. The results identified eight key policy directions out of eleven items: activating school physical education, establishing school-community-club linkage systems, mandating youth development programmes, providing government support for sports infrastructure, improving stadium operating regulations, strengthening cooperation between the Ministry of Education and the Ministry of Culture, Sports and Tourism, forming a government-local authority-club cooperative council, and revising legislation to facilitate private investment. Of twelve barrier items, five were adopted: conflicts amongst sports-related laws, divided administrative jurisdiction, constraints on stadium ownership and operating rights, competition for government budgets with other sectors, and regional equity dilemmas. Notably, all adopted policy directions received low feasibility ratings or showed dispersed expert opinion, confirming a considerable gap between policy agenda-setting and practical implementability. These findings suggest that professional sports policy must be discussed not merely as an independent industrial policy, but within the broader context of an integrated social policy encompassing education, welfare, and regional development.
