    This study examines domestic temporary shelters for vulnerable populations to analyze their policy status, interior design characteristics, and housing service conditions. These shelters serve as a crucial “stepping stone” bridging the gap between eviction from substandard living conditions and placement in permanent public housing. The primary objective is to derive implications for shelter improvement directions and design guidelines from an integrated perspective of physical space (hardware) and housing services (software). Investigations were conducted through literature reviews and data collection from official websites of central government departments, local municipalities, and affiliated public corporations. Six representative cases—three central government standard models and three specialized local government models—were selected for comparative analysis, focusing on basic policy status, interior design elements, and the provision of housing services. The findings revealed that while software-based housing services are gradually expanding, the qualitative level of physical spaces (hardware) fails to adequately support these advancements. Most shelters continue to rely on existing housing units without applying specific spatial design guidelines tailored to the residents’ needs. The study proposes that to effectively support upward housing mobility, policies must move beyond a quantity-focused supply approach. It is essential to establish specific interior guidelines reflecting resident characteristics and implement an integrated support system combining a comfortable living environment with customized care services from the initial stage.
