This study aims to reexamine the historical context of UN General Assembly Resolution 195 (III), adopted on December 12, 1948, and, on this basis, propose desirable writing directions along with a specific textbook drafting example for high school Korean history textbooks.
Historically, textbook writing guidelines have focused predominantly on securing the legitimacy of the Government of the Republic of Korea, portraying the UN’s intervention and Paragraph 2 of Resolution 195 (III) primarily as an event in which South Korea was recognized as the “only lawful government in Korea.” However, an accurate translation of the text renders it as the “only lawful government on the Korean peninsula,” implying that while the South Korean government—unlike the North Korea goverment—underwent the procedure of elections under UN observation, its effective jurisdiction was confined to South Korea. Furthermore, an analysis of key resolutions and their associated debates—including UN General Assembly Resolution 112 (II), the Interim Committee resolution on the Korean problem, Resolution 195 (III), and Resolution 376 (V)—reveals that the UN’s involvement in the Korean question was not primarily focused on granting legitimacy to the South Korean government. Instead, the UN placed paramount importance on the pursuit of Korean unification and the establishment of a unified government based on representativeness of the Korean people, both South and North.
Accordingly, this study analyzes the current narratives of high school Korean history textbooks under the 2022 Revised National Curriculum and presents textbook writing directions and a specific drafting example. The textbook example proposed in this study will help learners understand the overall objectives and approaches of the United Nations regarding the Korean question.
