This study critically analyzes the spatial and socioeconomic restructuring of Changwon Special City through the concept of the “military-urban nexus,” which captures the interaction between militarization and urbanization. To this end, a qualitative case study was conducted, combining a literature review with in-depth interviews of military personnel. The analysis reveals that past state-led “regional militarist developmentalism” (fostering a defense industry hub) and recent neoliberal “entrepreneurial militarism” (the “donation for transfer” project for the ○○ Division’s relocation) have intertwined in a complementary manner within a single city to complete a massive profit-generating structure. Through the “donation for transfer” system and project financing, the Ministry of National Defense and the local government transformed the downtown military site into an arena for speculative capital. This resulted in a structural contradiction where national security projects became exposed to real estate market risks, while public–private capital alliances monopolized development profits. Furthermore, while the military personnel who relocated to the new base experienced a form of “spatial displacement”—becoming isolated from essential living infrastructure—the substantial purchasing power of the defense industry workforce, nurtured by regional militarist developmentalism, served as the primary demand absorbing the speculatively supplied housing. In conclusion, this study empirically demonstrates how the rationale of national security is coupled with the logic of speculative urban development to privatize public assets. As practical alternatives, the study proposes mandating public value assessments, introducing a system to recapture excess development profits, and establishing a citizen-participatory governance model.
