Daya Bay Petrochemical Industrial Zone is one of the seven national petrochemical industry bases. Large areas of hazardous chemicals leakage will not only cause huge economic losses, but also will seriously pollute the Marine environment and damage the Marine ecosystem. It is of great practical significance to maintain the social stability, economic development and ecological benefits of Huizhou and its neighboring regions to carry out the study of hazardous chemicals leakage and put forward targeted prevention and control countermeasures. Based on the analysis of the key risk points of hazardous chemical leakage, according to the current standard, the environmental protection targets in Daya Bay are assigned the sensitive index and the pollution probability is predicted. The damage consequence analysis was carried out one by one, and the spatial distribution map of pollution risk for environmental protection targets was formed. According to the spatial distribution characteristics of pollution risk of environmental protection targets, the existing problems in the construction of emergency response capacity of port and ship pollution accidents are analyzed, and the countermeasures and suggestions for promoting the PPP(Public-Private Partnerships), improving the legal and regulatory system and regional linkage mechanism, and strengthening the construction of emergency team are put forward.
