This study set out to analyze Goryeo''s envoy delegations dispatched to Jin Dynasty. By identifying the parts about envoys dispatched over 400 times during a period of about 100 years in Goryeosa, Geumsa, and epigraph, the study discussed the types and organization of envoy delegations. Chapter II analyzed envoy delegations in purpose, time, and frequency with multiple cases of dispatching an envoy delegation and divided them into two types, which were regular and irregular envoys. Chapter III analyzed which individuals were selected and formed an envoy delegation. It sorted out the origin of those who were selected as envoys, their public service and official ranks during an envoy trip, and their final public service at the data level and used the results to figure out the criteria of selecting an envoy delegation in Goryeo those days. The findings show that Goryeo paid particular attention to their selection so that it would have a diplomatic failure with Jin.
There were changes to the dispatch of envoy delegations according to the political situations of Goryeo following the emergence of a military regime, during which military officials started to be dispatched as envoys unlike in the past. Some envoys were Mubans but joined an envoy trip as civil officials. That is, they were able to move between civil and military positions according to their rising status. The study analyzed individual members of envoy delegations in origin and public service during an envoy trip and reviewed these facts.
In the situation of the times in which Jin conquered both Kitan and Song and emerged as a leader of East Asia, Goryeo chose a tribute relation with them as they requested instead of war. Goryeo thus did its best on its diplomatic relations with Jin, paying close attention to the dispatch of envoys as diplomats. When it was compared with Liao and Song that had different purposes of exchange, Goryeo seemed to submit to Jin on the surface based on its tribute and installation relations with it. The truth was, however, that its submission was very formal. In addition, Goryeo kept its eyes on the changing situations of China actively and sought after utilitarian diplomacy of working hard on diplomacy no more when there seemed no need for it. In other words, Goryeo took the best route that it could in the situations of the times.
