Seoul is a capital city built with an accumulation of historical layers throughout the Joseon Dynasty, the period of the Korean Empire, the Japanese colonial period, and modern times. Among many places in Seoul, Sejong-daero, which runs from Gwanghwamun to Seoul Station, is a special street with symbolism as a capital city. Not only is Sejong-daero the center of politics and the economy, it also serves as a central axis of the capital city Seoul, where major arterial roads run from east to west.
Sejong-daero is an integrated street of Sejong-ro and Taepyeong-ro, whose role and status continue to this day. Sejong-ro, or Yukjo Street in the Joseon Dynasty, was located in front of Gyeongbokgung Palace, the main royal palace of the Joseon Dynasty, and was the widest street in Hanyang. Yukjo Street was the central government district where Uijeongbu (the policy-making and administrative organization of the Joseon Dynasty), Samgunbu (three military headquarters), and Yukjo (six ministries) government offices were located on the left and right and was the street where the Japanese Government-General of Korea and major colonial ruling facilities were located during the Japanese colonial period.
Taepyeongtong is a street which did not exist in the Joseon Dynasty. King Gojong, who declared the Korean Empire, designated Gyeongbokgung Palace as a main royal palace and built roads around it. Taepyeongtong was formed through an urban structure reorganization during this period. Taepyeongtong became the political center with establishment of the Japanese ruling facilities, such as the Administration Office Building of Gyeongseongbu and Bumingwan, during the Japanese colonial period.
The central area of Gyeongseongbu during the Japanese colonial period is an area where a change in spatial structure can be looked around due to urban planning. Gwanghwamuntong and Taepyeongtong during the Japanese colonial period underwent a change in their spatial structure due to urban planning. After new construction of Taepyeongtong, the city structure in the shape of the character 丁 (Jung) in the Joseon Dynasty changed to a new city axis running from Gyeongbokgung Palace to Sungnyemun Gate. The government offices on the left and right of Yukjo Street were replaced with modern buildings according to the changed administrative organization during the Korean Empire and the Japanese colonial period. In addition, the palace area of Deoksugung Palace changed due to construction and expansion of roads, including Taepyeongtong, and the urban landscape changed with construction of new facilities.
This study attempts to examine the changes in the spatial structure of the central area of Gyeongseongbu based on urban planning during the Japanese colonial period. In the midst of the changes in the urban structure due to the City Street Improvement Project in Gyeongseong and the Gyungseong town planning Act, physical changes in the streets located in the central area of Gyeongseong and how the elements that form street space, such as buildings around the streets and street facilities installed on the streets changed were integratedly analyzed.
After the Japanese annexation of Korea, the central area of Gyeongseong was created with a new spatial structure due to the City Street Improvement Project in Gyeongseong. The radial road network centered on Hwanggeumjeong Square and the the City Street Improvement Project in Gyeongseong, centered on the grid-type maintenance of its central area, were aimed at achieving the colonial rule by ignoring the existing urban organization and reorganizing the city structure.
In the central area of Gyeongseong, a new urban axis running from Gwanghwamun of Gyeongbokgung Palace to Namdaemun Station was formed, and with the construction of modern government office buildings at the site of each government office, landscape around streets changed. In addition, a change in the spatial structure appeared in the shape of a modern street space called a Square. Hwangtohyeon Square in the south of Gwanghwamuntong was formed with the purpose of replacing Gyeongungung Palace, the center of power during the Korean Empire. The square in front of the Bank of Joseon, formed at the intersection of Namdaemuntong and Bonjeong, became a central space of a new city as a place where colonial ruling facilities, such as the Bank of Joseon, the Administration Office Building of Gyeongseongbu, and Gyeongseong Post Office, were concentrated and an entrance to Bonjeong, a Japanese residence.
The change in the spatial structure of the central area of Gyeongseong between 1925 and 1934 can be said to be due to relocation of the colonial ruling facilities. With the relocation of the major colonial ruling facilities, Bukchon began to be developed, breaking away from development focused on a Japanese residence. This was because roads in the north-south direction were constructed and maintained through the City Street Improvement Project conducted in the 1910s, solving a connection problem between Namchon and Bukchon.
With relocation of the Japanese Government-General of Korea in 1926, a change in Gwanghwamuntong began. As the Japanese Government-General of Korea moved into Gyeongbokgung Palace, Gwanghwamuntong became a center of colonial power. Introduction of electric cars to Gwanghwamuntong was for construction of a new building for the Japanese Government-General of Korea in 1916. After the Japanese Government-General of Korea moved to Gyeongbokgung Palace, city street improvement that had previously been concentrated in the south of Jong-ro began to concentrate in its north. Facilities and official residences for the convenience of the Japanese who use the building for the Japanese Government-General of Korea began to enter the areas of Seochon and Bukchon, and road maintainance, electric car line extension, and double tracks were made.
With relocation of the Administration Office Building of Gyeongseongbu to Taepyeongtong, not only did it become more firmly established as a central street connecting the Japanese Government-General of Korea, the Administration Office Building of Gyeongseongbu, Sungnyemun Gate, and Gyeongseong Station, but it was able to have symbolism of the location as a center of Gyeongseongbu. Joseon shrine and Gyeongseong Station, which were newly established in this period, greatly changed the landscape of the area around Sungnyemun Gate. A road was expanded to connect Joseon shrine in the direction of Namsan Mountain from Sungnyemun Gate, and with the opening of Gyeongseong Station, a new road connecting Gyeongseong Station and the area behind it was formed.
Namdaemuntong also had a modern streetscape. Modern facilities were rapidly applied to their surrounding buildings, resulting in enlargement of scale, diversification of materials, and modern changes in elevation type, and with the establishment of Mitsukoshi Department Store in 1930, the square in front of the Bank of joseon became a representative city area in Gyeongseong.
The Joseon Town Planning Act, which was enacted in 1934, focused on construction of newly developed districts in peripheral regions, not on maintenance of the existing central area of Gyeongseong. Most of street planning in the Joseon Town Planning Act consisted of routes from central areas to their peripheral regions. There were only a few routes connecting to the central areas, and spatial structure of the central areas in the 1930s did not change significantly because only road expansion or street maintenance was conducted.
Due to rapid increase of population, various urban problems occurred in Gyeongseong in the 1930s, when its area was expanded. With the progress of overurbanization, traffic population increased rapidly, and serious traffic difficulties occurred in the central area. What was attempted to solve the traffic difficulties was street maintenance through means of transportation and street facilities. This can be confirmed through a case where the square in front of the Bank of Joseon was not included in the plan for urban squares, but included in the road maintenance plan. The square in front of the Bank of Joseon was the place where volumes of electir car traffic and vehicles people got on and off were the heaviest. Due to an increase in traffic volume, the square in front of the Bank of Joseon was not able to properly play its role as a square, and in the late 1930s, it was changed to a circular rotary for smooth traffic.
In the 1930s, street operation itself was changed not for a human activity but for a vehicle-centered space. With an increase in the number of vehicles, street facilities were also installed at Gwanghwamuntong and Taepyeongtong, whose street space chaged in the form of separation between pedestrians and vehicles.
The spatial structure of the central area of Gyeongseong during the Japanese colonial period shows a changing process due to the combined impacts of several factors, such as urban planning, street structure, colonial ruling facilities, transportation facilities, and street facilities. However, it is possible to confirm the historical and multi-layered characteristics of the spatial structure at the central area of Gyeongseong in that the urban planning which attempted to create a new urban space and the change in the spatial structure of the central area were also made based on the traces of the previous period.
