This study examines the reorganization of teacher training institutions in Gangwon Province under Japanese colonial rule and local responses. In the 1920s, the establishment of Gangwon Public Normal School enabled middle-class local residents to enter the teaching profession through government support, rising to local leadership. However, the centralization into three government schools in 1929 abolished public normal schools, sharply restricting local entry. This deficit, combined with the expansion of elementary schooling and severe teacher shortages in the late 1930s, fueled the campaign for Chuncheon Government Normal School. Lacking strong private elites, Gangwon Province’s campaign was directed by provincial officials who levied contributions as quasi-taxes. Ultimately, colonial normal schooling served as a mechanism of teacher control for the authorities, while offering local residents upward mobility and an economic engine for an emerging educational city.
