This study examines the role of the Verified Gross Mass (VGM) regime for dangerous goods containers and the absence of an information linkage between the VGM regime and the International Maritime Dangerous Goods (IMDG) Code. Since the VGM regime is designed to verify mass, its inability to verify hazardous characteristics is not treated as a defect; instead, the study asks whether verified mass data can help fill the information gap of the IMDG Code system, which relies on shippers’ self-declaration. Based on a review of conventions, domestic legislation, literature and industry reports, and on cases and statistics selected by explicit criteria, the study finds that no procedure cross-checks VGM data against dangerous goods declarations, and that mass-related casualties (Deneb, MSC Napoli) and classification- or declaration-related casualties (Maersk Honam, KMTC Hong Kong) follow distinct pathways. Taking the current tolerance and existing carrier screening systems as given, it proposes using, for declared dangerous goods containers weighed by Method 1, the gap between the mass expected from the declaration and the VGM as an indicator for screening under-declared quantities and commodity mismatches; undeclared containers fall outside this check. It also specifies its scope, criteria, responsible parties, follow-up measures and legal basis.
