This study aims to structurally organize discussions on similarity and overlap among special zone policies, which have been repeatedly raised in the public policy domain, by developing a typological framework. Drawing on analytical dimensions commonly used in previous policy analysis studies, the study identifies target beneficiaries and policy content as key dimensions for comparing relationships among special zone policies. Based on a review of policy reports and academic studies that have already identified similarities among special zones, the study classifies relationships among special zone policies into four types according to combinations of these two dimensions. The findings show that issues of similarity and overlap among special zone policies do not take a single form but instead involve diverse policy implications depending on how target beneficiaries and policy content are combined. This suggests limitations in approaches that assess overlap solely in terms of duplication or the continuation of individual policies, highlighting the need to understand relationships among special zone policies from a typological perspective. This study contributes to the literature by reframing discussions on similarity and overlap in special zone policies as a matter of relational and structural configuration, rather than isolated policy duplication.
