From the time when the Japanese Empire established the Resident General(統監府) in Korea, 1905 and the Chosun Government General(朝鮮總督府) in 1910, the period of Colonial Rule had been lasted for 40 years till the defeat of 1945. During the period, libraries were established as a device for the pressure on discussion, the suppression of publication, and the social enlightenment. Simultaneously they published 2,362 kinds of the Chosun Government General publications, including official gazettes, annual reports, series, separate volumes, and magazines, to accumulate the resources of knowledge and information.
This paper is composed of two parts. The first part is to examine the policies for knowledge and information in Korea which were applied by Japan. The main contents are:
1) the policies for the pressure on discussion in relation to the publication of newspapers and magazines
2) the policies for the management in connection with publication and distribution
3) their intention and management policies in relation to the establishment of public libraries.
The purpose of the second part of the paper is to examine the publication conditions of 1,545 kinds of official publications which were published in the Chosun Government General, local government offices, and financial institutions and to analyze the contents of publications in various types. The kinds of publications in types which were identified as study subjects can be categorized as follows.
1) the official gazette: a) 167 issues of the official reports published in Resident General from Jan. 14, 1907 to Aug. 29, 1910. b) 10,440 issues of the official gazettes published in Chosun Government General from Aug. 29, 1910 to Aug. 30, 1945.
2) 265 kinds of annual reports
3) 68 kinds of series
4) 1,157 kinds of separate volumes
5) 55 kinds of magazines
