According to recent survey results, although river deposits being still the main souroe of aggregates, the consumption of sea sands and crushed rooks has increased owing to the shortage of river aggregates. With this, the stable supply of aggregates and ensurance of aggregate quality have been increasingly embossed as serious social problems. To meet thses problems, in this study, various policy programs are proposed. The keynotes for stable supply of aggregates are as follows; First, in order to correspond the shortage of river aggregates, the utilization of sea sands and land aggregates, and the expansion of transportation facilities are required. Second, the intensive development of large sized aggregate resources is to be accomplished under the leading and supervision of local governments by districts. Third, it is required to prevent aggregates from being illegal gathered for the protection of environment. Also restoration works should be certainly accomplished ofter completion of development of aggregate resources. Fourth, by relaxing restrictions on the permitions of aggregate gathering, the utlization of unsed aggregates, for example, aggregates within dam bed, should be enlarged. Fifth, in order to preserve high quality aggregates, there are to be increased the utilization of recycled aggregates and artificial manufactured aggregates as well as prescribed to use under the dassification of aggregates.
