Although The pubic Records Management Act and An Enforcement Ordinance were forced to establish Regional Archives. there are two points that we should reconsider and supplement. One is that the general ideas of National records. Government records and Public records are very obscure and restricted as to regional feeling. The other is that having a "purpose" as to how we can use these records and a critical mind about "what is an object" which we should preserve and manage is still obscure. There are many individual or personal records that seem more important and plentiful than public record. administrative record. Record of government and a compilation among regional record. If we consider the point of view of regional people. the order of preservation priority. central classification scheme and collection may be different Besides. most administrative documents that might be ignored as documentary evidence in the preparation process. discussion process or problems after the fact are likely to dead documents without supplementing other documents. When we keep these in mind. anticipating that management's way of keeping public record and government records would be admitted directly to regional county and city is unreasonable. In other words relationship with regional researchers needs to be closer in the process of arranging regional records and preservation. Regional personal records are that first of all the suppot of documenting is personal, documents are made for a personal purpose or position. But even if the extent of personal record is defined by the subject of documenting, there is always relation and interaction with public records because of the attributes of personal records. For example, if we think about data transmission and deposit process of records such as public record, personal record. records of every private established organization get mixed with each other. If record preservation and management is prerequisite for using records collection, arrangement. preservation. compilation, research and so on must be recognized in a consistent system. And if it is advisable to do this the archival institution which is established in county and city needs to be an integrated organization which includes classification. preservation and management of regional record. collection and exhibition of regional record. historical materials analysis and compilation of historical record, research of regional history and culture But if it is impossible to establish, it we 'Rill management of public record the first time and will have to change and extend it to the synthetic and functional institution gradually Because this synthetic system is very desirable it is expected to inspire regional people and regional researchers more than researchers who usually study administrative record classification. Library & Information Science and National History. We still need more effort to raise awareness and public information for regional people until regional archives institution are established Regional people, public worker. people who arouse public opinion have to know why regional records are important, why arrangement and preservation are needed and the academic world and university education must make every effort to educate these human resources and provide proper curriculums. Moreover. we should have an open seminar of every related study and process so that the participants work properly. Although we emphases this necessity nominally. we should examine ourselves and how much we invest in training these people in a real university education.
