Nowadays the world political and economic situation is peace and development. The competition between countries is shifted from military to economy and an economic battle aiming at enhancing comprehensive national strength by capturing the 21st century market will become fiercer and fiercer. Today the world economy is developing towards internationalization,regionalization and grouping. The development centre is shifted to Asian and Pacific areas. The establishment of European Economic Community. North American Free Trade Area ,Free Trade Area in 4 South American countries and the discussion on the setting up of economic zone in the Association of 6 East Asian Nations have brought new change to the world economic trade pattern. Under this situation it is high time for China, Japan and South Korea to set up free ports.
China. Japan and sauthk area have the follouwing favou rahle conditions to establish free ports: (1) Each country has political stability: (2)The economic development of Japan and South Korea is on the fast track. As a result they not only become the counties of export of capital but also a hot place to inbest: (3)There are 10 big container ports in the world. of which 6 are in west pacific region. Shanghai Port with a throughput of more than 100 million tons ranks 3 in the world: (4)There are bonded areas which have free port characteristics in more than 10 port cities along the Chinese coast, (5) China has a vast land, cheap labohr, lats of harhours and potential market.
In China the free ports are located in Dalian, Tianjin Lianyungang, Shanghai, Guangzhou, Yangpu, Hangkong, Jilong and Gaoxiang. In Japan they are situated in Tokyo, Nagoya, Kobe, Nagoya ,and Osaka and in South Korea they lie in Pusan Masan and Cheju I.
There are two of free ports in accordance with the actual conditions of present member country : one is the bonded area in the port. the other is free port.
To implement the free ports in China .Japan and South Korea ,it is recommended that first of all planning and policy be made and then the governments of the 3 countries sign an agreement for the implementation. In such doing each member country can freely carry out trade activities in each specified free port.
