This study is on the realization process of Choi, Chi-won(崔致遠)'s Simuchaek(時務策) and reform advocacy to Silla society. Choi, Chi-won presented to Queen Jinseong(眞聖王) the a plan for current affair made up of over 10 provisions. While in Tang(唐), he suggested political ideas in Confucianism. According to that, it was stressed king's characteristic and the appointment of wise men. After coming back to Silla, Choi presented political ideas in Confucianism raising a plan to engage men of ability, which gave prominence to benevolence(仁) and filial piety(孝). As a result, he had composed so-called Sasanbimyeong(四山碑銘). This attached importance to the activity of Confucians in 6th head-rank(六頭品), restraining the nobility, so-called Jingol(眞骨). It was also based on the theories of king's characteristic and the appointment of wise men while in Tang.
Choi made a synthesis of political ideas in Confucianism which Confucians in 6th head-rank had proposed so far. It was a plan of social reform that he presented Simuchaek. The Jingol nobility had exerted pressure upon Queen Jinseong to vacate the throne to King Hyogong(孝恭王) in the reign of the queen. Which made Choi harbor ill feeling against the Jingol nobility because he was one of the surroundings of King Gyeongmun(景文王)'s lineage. So there was Choi's intention to hold the Jingol nobility in check and make the authority of the royal family raise in his plan. In conclusion, his plan could not come true in the end. But the plan like Choi's Simuchaek was the common desire of Confucians in 6th head-rank. As a result, it would have an effect on the system consolidation of new Goryeo by Confucians that were from Silla.
