The Southeast coast region(Jeolla-do Province of today) did have a lot of economic resources especially on innumerous islets and at seashores nearby, not to mention of agricultural outputs. In existence were some part of the grand farms owned by aristocratic classes there. Pastures were cultivated on islands at that region. In addition, activities of manufacturing-salt thrived at the seashores. This kind of production pattern had gone on to the Chosun Dynasty and developed to such a degree of national level, which had taken up great portions of gross national productions of Silla. What is important is that these grand farms, pastures, and manufacturing-salt equipments are closely related to emergence and growth of Chang Po-go's group.
At the close of the Silla Dynasty, the Southeast regions plunged in social turmoils. Consecutive natural disaster and famine helped farmers detached away from their farms and therefore wander. To make matter worse, advent of pirates gave the people shocks. They caught the native inhabitants and drew them into T'ang in order to sell into slavery. The Royal family and the aristocracies suffered damages a lot from these pirates. Particularly, the trade through maritime transportations were damaged and downsized. In result, the financial stringency were increasing in the Silla government and domestic commerce became also in a big difficulty. As a defense policy against the pirates, the Silla government began to grope the maritime defense system and finally allowed Chang Po-go to establish Cheonghae Garrison.
As soon as Chang Po-go established the Cheonghae Garrison, he started to clear up pirates. It was not easy, however, to gain the economic fundamental resources for keeping and controlling his troops which were more or less about ten thousand. Soon after he and his group defeated anti-government groups and pirates who had economic bases on islets and seashores nearby, he kept their economic bases under his control. In other words, depending on enough economic bases such as the farms, pastures, and manufacturing-salt facilities, Chang Po-go could maintain and develop his garrison and military. Based on solid foundation of Cheonghae Garrison, he could extend his influences to the whole area of the southeast coast and control marine transportation routes toward T'ang Dynasty, which all helped revitalize the former sea route and contribute to the cultivation of new sea route such as the diagonal southwestern sea line.
