The Cultural Enlightenment Movement developed confronting with crisis of the fall of a nation. Its direction is two, one is promotion of industries and products and another is encouragement of education.
Then encouragement of education developed with private school which increased rapidly and greatly. And several social classes took part in such trends.
But Japanese Imperialist undertook cautiously and continuously to give a terrible blow against active and quick Educational Movement. Their decisive devices focused on the exhaustion of sources of revenue for school maintenance.
We must remember that the period when Japanese Imperialist suppressed extremely the Educational Movement was just the same time when Kaek-ju was ruined suddenly. The time in question the relation between the Educational Movement centered with private school and Korean merchants headed by Kaek-ju was very close. Therefore the downfall of Korean merchants headed by Kaek-ju influenced greatly and quickly upon the Educational Movement centered with private school.
Moreover the Educational Movement centered with private school at the time in question was related closely with other important problems such as finance and tax, provincial system, provincial administration and autonomy.
Especially those problems are for the most part connected with public properties. So that the treatment of national and local revenues had decisive meaning at that time. Also because most of revenues for foundation and maintenance of private school related public properties and chief object for carrying and charging that expenditure was responsible for Kaek-ju, we can recognize that Kaek-ju was connected closely with those problems and the Educational Movement centered with private school at the time in question was influenced directly by fortune of Korean merchants headed by Kaek-ju.
