In the first part of this essay, the author examines three major roles of planning in a society, namely societal guidance or steering, aggregation of individual preferences and collective choice, and problem -solving. In addition, difficulties and problematics inherent in these changing roles are examined in detail. As the role of problem - solving is being emphasized in place of societal guidance and steering, the problematic of aggregation of individual preferences and collective choice appears more difficult to Overcome.
In the second part of this essay, the failures, inadequacies and powerless-ness of planning and their root causes are analyzed. In addition, the problems that planning educators are facing are analyzed. From this analysis, the author concludes that planning has already reached its peak and displays some symptoms of its demise.
The purpose of this essay is to unravel inherent difficulties in planning and planning practice that lead to a demise of planning. But this is also to suggest a number of tasks for planners and planning educators to carry out in order to secure the survival of planning profession.
