In South Korea some of the major cities have grown as metropolitan regions. The metropolitan regions outside of the Capital Region are suffering from urban congestion, the weakness in the economy and the lack of developable land. Some measures have been developed and used in tackling such problems in the last several decades. However, they have not been successful, as they were not comprehensive and powerful enough in making difference.
In the early 1994, the Korean government inaugurated a new law to manage the metropolitan regions. The government has initiated a plan for the Pusan Extended Metropolitan Region (PEMR), based on the new legal system. This paper examines the subject and process of planning for the PEMR. It proposes to define the characteristics of the Korean approach presented in planning for the PEMR and theoretical underpinnings of the plan. The paper concludes that the plan has some contradictions between pronounced objectives and the means of achieving them. The planning process, however, did encourage local inputs and, therefore. was democratic.
