The problems of mordern big cities : modern big cities achieved “wealth accumulation” in the course of urbanization, in consequence, faced with “poverty accumulation” problem. And they are forced to bear a burden of social cost caused by the accumulation of these disadventages and urban problems with their own finance. While these financial expenditure which mentioned above increase rapidly, financial revenue gradually reaches the limitation on account of political, economic and social factors. The financial crisis lies mainly on this unbalance of financial demand and supply. So efficiency, fairness and equity in municipal financial management appear as important problems.
The financial crises of big cities : there were financial crises in New York in 1975, and in Tokyo in 1976. The two decisive reasons for these financial crises of the big cities are the defect in financial structure and the change of urban industrial structure ; the sturdy phenomena of financial expenditure and the excessive financial centralization, the economic decline and the decrease or stagnation of employment in the metropolitan region.
The strategies to make municipal finance sound : various strategies would be considered to make a healthy municipal finance in big cities. To achieve healthy finance, we must reduce financial expenditure and increase financial revenue. A concrete policy guideline should be picked up and carried out to do these goal achievement. And concurrently we should consider efficiency and equity. Some kinds of effective and reasonable methods to reduce financial expenditure are cut-back management, adjustment of the scope of public goods and the system of clients’ charge. But the reduce of financial expenditure and the increase of financial revenue never be the best means to build up a sound finance. Therefore, with a thinking-smarter, an available technics should be presupposed in management side. Followings are the examplaries of these systems and technics ; an analytical method to raise investment efficiency, zero-base budgeting system and middle-long term financial planning system.
Financial Management of Seoul City Government : Seoul once had reformed his financial system in December 1981, which mainly contained the introduction and application of efficient financial management system. Municipal middle term financial plan is a five-year long plan, a rolling plan reflected changing factors. And it deals with only the projects which cost more than 300 million won in domestic or foreign debts. And they took zero-base budgeting system in budget-drawing in paralleling with the central government’s budgeting system reform in May 1981. Financial income increased 30-40% a year without any difficulty in 1940s’. But the expansion rate of tax revenues is falling abruptly in the begining of 1980s’. Furthermore in distribution of revenue sources the expansion rate of tax revenues is influenced as much as 50-60% by the factors of real estate liveliness. Therefore it is inevitable to take a direction - turning action in financial management for the financial efficiency and the healthy finance. To do this, it is essential that Seoul City Governmen has not to expand the finance scale so excessively by the means of making the finance scale settled down gradually, and should gradually lead the structure of financial expenditure to a sound one. First of all, they have to enhance the efficiency and productivity of finance by adaption of managerial view point in the financial management. Therefore they should urgently settle a kind of financial system to reduce finance and raise financial efficiency. And a scheme of increasing municipal revenue to secure a self-governing foundation should be considered.
