The major objectives of the study were to develop risk programming model for efficient farm planning under risky agricultural environment and also investigate the improvements of local fiscal capacity on the level of county.
MOTAD(minimization of total absolute deviations) risk model and principal component analysis to get new integrated index were developed and analyzed to serve the objectives of the study.
The result of Mar AD risk model shows that most of the present growing agricultural products except some fruits and vegetables should be reduced or quit the grawing area.
On the other hand, the result of applying the new integrated index generated by principal component analysis to reallocate general grants shows that the equal distribution effect of the local fiscal size per capita is better than before.
