The aim of this study is to evaluate urban environment of Kyongju, the city of history and tourism of Korea. and simultaneously to test the new evaluation model. the Performance Model. The model obtains performance from the level of Satisfaction divided by the level of Value which plays a good role of criteria not only to determine the satisfaction but also to predict human behaviors. The model was delivered under the review of perception-behavior theory, especially to concepts of image, evaluation. attitude, value, satisfaction.
I-P analysis technique which consists of importance and performance have been applied to activate the model, which has been used in business and management evaluation fields. But, It was pointed out that the concepts of performance in the fields was misused as a meaning of attitude, satisfaction or usefulness.
This study leads to following two parts of results.
1. The proposed Performance Model was more useful one than the. existing satisfaction model in the context of the actuality and the precision. That is. results of satisfaction survey showed the strong psychological skewness in evaluation, but the performance model didn't.
I-P analysis was proved to be a good technique, when applied with performance model developed by this study, especially in explaining the predictions of the behaviors followed by the results of evaluation.
2. The residents of Kyongju evaluate their city environment as follows : day-life environment like traffic, education, pollution would be promoted urgently rather than that of tourism and historic environment, like the excavation and the promotion of historic sites and accessibilities to them, compensations to the citizens for historic sites, tourism facilities, etc.
These concludes that the local government should transfer his strategy and goal of city plan from the tourism-oriented view to the day-life oriented one.
