Road constructions can be performed by different investment bodies such as government. the Korea Highway Corporation. and private sectors in Korea. Since the optimal road pricing is determined according to same rules and laws regardless of agencies. the best time to invest to road construction is not determined well and traffic demand management through road pricing is not successful yet.
In this study, a simulation model to find optimal road pricing by different road investment bodies is developed and is evaluated through a case study. This model is mainly based on stochastic user equilibrium assignment according to the loght function which has two main variables. travel time and travel costs.
As results. 1) Two different road pricing has been found. That is. road pricing which brings a toll revenue maximizing charge and road pricing which gives the social optimal toll. 2) For the case study area the level of road pricing between cars and truck is found to be 1 : 2 for peak hour and to be 1 : 1.3 for non-peak hour, 3) Road pricing based on travel distance used by the Korea Highway Corporation can accomplish neither the rna피mum revenue nor the maximum social benefit. 4) the most important factors for determening road pricing is the level of congestion. travel distance. and capacity between toll road and non-toll road.
