A municipal government needs to develop urban policies based on the residents needs for agreeable urban environments and sustainable urban developments. This study, therefore, offers basic research data and results for sustainable urban developments and open space policies by research and analysis about Changwon residents' open space perceptions. The results are followings ; Above all, the residents of Changwon inactively take advantage of open spaces and they rather use their own vehicles than public transportations. Secondly, they feel that there are little unofficial open spaces, such as, village hills, though there are many official open spaces, such as, the urban parks. Thirdly, only a few of the parks are frequently used due to lack of characteristics and facilities although the numbers are high. Fourthly, the residents prefers house gardens, village hills, school campuses and pocket parks as well as official open spaces, such as, urban parks. Therefore, the government should change the open space policy which has focused on official urban parks under the urban planing law and the urban park law. Fifthly, they recognize the roles of open spaces as residents' emotion purification(psychologistic utility) and environment preservation. Sixthly, they have used the open spaces for psychologistic, emotional consolation, such as, liberation sentiments, clear airs and natural scenes, rather than a social purpose, such as, sports, recreations, games and friendly relations. Finally, they prefers near community open spaces, though a small, natural and naive one to remote huge ones with many artificial facilities. Hence, the government needs to develop a sustainable open space policy based on the residents' cognitions and needs with local characteristics such as nature, history and culture.
