This study tried to perform an empirical research to test whether there is the casual relationship among TQM factors, production control goals and organizational performance or not. In order to test the hypotheses designed in this study, questionnaire had been designed and distributed to 300 companies which had got the ISO certification. Then the data from the questionnaires was analyzed with AMOS to test the research hypotheses.
From the empirical tests of this study, it was found that the TQM factors have a strong effect to the production control goals and that the production control goals have strong indirect effects to the organizational performance instead. Then it was found that the learning promotion factors had been influenced by the TQM process and had also effected to the production control goals. In other words, the better performance of production control goals can be achieved by the learning factors. Also this study tried to investigate whether the learning factors would influence to the production control goals, such as quality, cost, flexibility and dependability, or not. This means that the learning factors would promote the achievement of production control goals, and that this study would try to test empirically using the structural equation modelling, in which the concept of latent variables is introduced.
