The purpose of this study dealt with the role of the political party in the local election, specially in a small-unit local election(the basis local election) and analyzed merits and demerits came from that.
Nonpartisan schemes, by limiting political party participation in local elections, are seen as a means to a more efficient and responsive local government(as like America system). Supporters of nonpartisanship envision direct representation of citizens rather than indirect representation through parties as intermediaries. They seek to make local government more businesslike and less political. The ultimate goal is to create a more responsive and effective local government system.
The Opinions of Insulate Local Elections are based on follows: National issues are largely irrelevant to local elections, and local electoral systems should promote local definition and control of community issues. Local government issues, unlike national issues, are not really political at all, but rather managerial in nature. Nonpartisan systems permit voters to analyze local issues independently on their merits and to focus on the intelligence and experience of the candidates themselves rather than on their political affiliations, etc.
On the contrary, Political Party's participation in local elections cause harmful side effects as follows: the central political parties influence the local autonomy negatively, as the local autonomy is affected by the authoritarian and closed nature of the political parties in terms of organization. Out of the internal-democracy of political parties, our political parties are mainly controlled by the President of political party and by sections' interest. So, the situations of the central political parties are reproduced in local cases, and so on.
In conclusion through this study, so far, the political parties' role in local elections is only an ideal. We should not neglect an aspect of our actual local autonomy. Therefore, we seek to insulate local elections from national party politics, prevent corruption of local government and establish a real local government. By the exclusion of the political parties' participation, we'll create a more responsive and effective local government system.

가.선거에서 정당이냐 아니면 인물이냐를 선택하는 것은 궁극적으로 주권자인 국민의 몫이고 입법자가 후견인적 시각에서 입법을 통하여 그러한 국민의 선택을 대신하거나 간섭하는 것은 민주주의 이념에 비추어 바람직하지 않다는 점에서 정당의 영향을 배제하고 인물 본위의 투표를 유도하겠다는 이 사건 법률조항의 구체적 입법의도는 정당성이 의심스럽다.
