In order to regulate the imprudent use of the coastal zone and conserve proper marine environment in Korea, a study of this paper was carried out. Therefore, more specific criteria and procedures for the wise use of the coastal areas should be determined based on the scientific data to develop nature-friendly coastal zone management policies and minimize environmental impacts. The present system concerning the criteria and procedures in the mitigation is needed to be complemented to become effective and to achieve these goals the next organizations and regulations are required. The present study proposed the following criteria for the coastal zone use and mitigation ;
1) As an environmental mitigation, the appropriateness for the mitigation measures to the environmental disturbance together with the successive and multiple measures should be compared each other.
2) For the right decision, the oceanographic characteristics, maintenance of the biological diversity in the study area involved, systematic strategy plans of the marine conservation in the regional scale should be taken into consideration based on the each project characteristics.
3) In a decision-making council, a series of standard and exceptional survey item before and after environmental impact of the project in question must be determined and considered as a criterion.
4) Do scoping and screening their limits and processes if necessary for the mitigation.
5) Fix standard criteria to write the Environmental Impact Assessment report to submit in the local council of coastal zone use and mitigation. and make suggest more specific mitigation plans.
6) Enact the regulations on the report writing for the mitigation. More practical handling rules should be made for the examination and agreement of the coastal zone use and management in the specialized working committee.
