This study designed four-quadrant analysis model & index based on traditional e-participation model, looked into Daejeon Metropolitan Web site coner that is related with that model & index. And also this study evaluated engagement & influence level of e-citizen participation.
As a result, Daejeon Metropolitan had many second quadrant coners which is applies to information management model and was within the tactic level that it could not encourage citizen in participating voluntarily & actively. And also influence level of e-citizen participation was remarkably low in comparison with engagement level, namely, e-participation of Daejeon Metropolitan was low level in collaborative & two-way consultation corner of C2C(Citizen to Citizen), so e-citizen participation has not affected in the government policy making.
Meanwhile, severe problem of the Daejeon Metropolitan web site is that it has many analogous web corners, so it caused citizen confused in use and also system administrator is difficult to cope with real-time response. From those results, Daejeon Metropolitan has to try to draw up a strategic plan toward third & four quadrant of e-citizen participation and redress current web site managing problem.
